The meeting was called to order at 7:07pm by Chair Marti Maltby
Those present at the meeting introduced themselves. Throughout the meeting 11 members attended.

Motion: (Majors/R. Peterson) Approval of the June 14, 2023 proposed agenda. Passed (11 yes/0 no/0 abstain)

Motion: (Watson/Majors) Approval of the May 10, 2023 minutes. Passed (9 yes/0 no/2 abstain)

Motion: (Majors/Benson) Recommendation 2306-1: To cancel August’s General Membership and Committee Meetings. Amended to “To cancel July’s Committee Meetings and August’s Board and General Membership Meetings.” Passed (10 yes/0 no/0 abstain)

Those present at the meeting introduced themselves. Throughout the meeting 13 members attended.

Motion: (Watson/P. Peterson) Approval of the May 10, 2023 proposed agenda. Passed (11 yes/0 no/0 abstain)

Motion: (P. Peterson/Morales) Approval of the April 12, 2023 minutes. Passed (10 yes/0 no/2 abstain)

Motion: (Watson/P. Peterson) Recommendation 2305-1: In concept Ventura Village supports expanding the Native American Community Clinic and developing housing on the west half of the Franklin Circles Shopping Center site with the following conditions:

1. The building is limited to 4 stories in height in compliance with the Ventura Village Master Plan.

2. More information is provided on setbacks

3. More information is provided on parking and auto access.

4. More information about green space/landscaping (amendment by Lehman/P. Peterson – amendment passed 12 yes/0 no/0 abstain)

Motion: (P. Peterson/Watson) Recommendation 2305-2: To support ICCM’s annual event taking place August 17th in ICCM’s Life Center parking lot and August 18th in Peavey Park. Amended by R. Peterson/Watson to read “To support ICCM’s request for a permit for their annual event taking place August 17th in ICCM’s Life Center parking lot and August 18th in Peavey Park. Amendment passed (12 yes/0 no/0 abstain). Motion passed (12 yes/0 no/0 abstain) 

Motion: (Watson/R. Peterson) Recommendation 2305-3: Ventura Village moves to adopt the two attached position papers. Amended by (P. Peterson/Lehman) to change first person references to generalized references in the “Problems with the Minneapolis 2040 Plan” paper. Amendment passed (12 yes/0 no/0 abstain). Motion: (Majors/Watson) Approval of the March 8, 2023 minutes. Passed (10 yes/0 no/2 abstain)

Motion: (Watson/R. Peterson) Recommendation 2304-1: To add the following comments to the official Ventura Village comments to the Minneapolis Land Use Rezoning Study:

a) Minneapolis 2040 Plan goals relating to the creation/retention of family housing should be added to the section on “What does the Minneapolis 2040 Say” and the way in which the proposed zoning promotes those goals should be clearly stated.

b) The document needs to address historical preservation.

c) The distinction between CM2 and CM3 is not clear and seems to be misapplied on the proposed zoning maps.

d) The reason for designating the area around the intersection of Franklin and Hiawatha Avenues as CM3 needs to be explained.

e)   An analysis of how the Ventura Village Master Plan (a small area plan) relates to the Land Use Rezoning Study needs to be conducted.

Peterson) Recommendation 2304-2: To authorize expenditure of Ventura Village funds that facilitate attendance at the public hearing for the Minneapolis Land Use Rezoning Study, not to exceed $400 (e.g., transportation, parking, day care, etc. cost reimbursement). Passed (11 yes/0 no/1 abstain)

Motion: (Watson/Benson) Recommendation 2304-3: Support Norway House’s request to expand their food and wine service license to their entire campus. Passed (11 yes/0 no/1 abstain)
